Accountabilities: How You Will Make an Impact

 

This is a senior management position reporting to the VP, Sites & Infrastructure. 

 

The Facilities Manager, supported by the facility management team, will provide excellent service delivery to our business and maintain the 800 Kipling Site in optimal condition. Responsibilities include site safety maintenance and operations, maintaining a clean working environment, vendor management, property management liaison and ensuring excellence in communication and service delivery to our business partners.

 

The Facilities Manager will lead a team currently comprised of 8 staff plus facility contractors.

 

Major Responsibilities:

 

As a key leader in our organization the incumbent will:

  • Lead both short and long-term planning for the team by establishing and monitoring goals and objectives and will develop and manage budgets. This role also involves project management, and the development and management of construction, maintenance and service contracts.
  • Manage and schedule completion of service requests related to HVAC, plumbing, electrical, building repairs, architectural, tenant requests and ongoing maintenance programs.
  • Actively participate in execution of move processes and execution of services; including furniture requirements, repairs, storage, desk set up, as required.
  • Develop and manage yearly operational budgets including forecasting and periodic review, manage vendor purchase order and on-going accounting for ad hoc and repeat vendors.
  • Monitor property management services and service level expectations to ensure efficient and practical upkeep of all premises, and customer requirements.
  • Management of preventative maintenance schedules, contracts and regulatory compliance requirements with Building, Fire & Safety Codes. Propose additional programs as required.
  • Actively participate in the day-to-day operations of the department, including direct involvement with building system and/or facility repairs.
  • Develop relevant operational, capital and preventative maintenance plans, and procedures, and ensure effective and sustainable implementation.
  • Ensure all regulatory compliance requirements have been performed and all related documentation is created and maintained, including preparing regular, timely and accurate reports for all aspects of services delivered/completed.
  • Monitor and maintain the lifecycle of physical assets/facilities in good repair and appearance, within the confines of the operating budget.
  • Ensure completion and monitor various types of routine inspections (maintenance, capital, fire, health & safety, etc.).  Identify potential hazards, and threats and mitigate accordingly.
  • Perform site inspections in an effort to increase conformance to safe and best work practices, including post-incident reporting.
  • Prepare and negotiate contracts, renewals, changes, and additions to contractual agreements with clients, architects, consultants, suppliers, and subcontractors.
  • Adherence to and implementation of health, safety, quality control, and environmental policies and programs.
  • Other duties as required.

  • Lead contact with external stakeholders. Manages complex relationships and conflicts/issues.
  • Ability to build and maintain the working relationships with our customers and suppliers at the operating level.
  • Establish and maintain strong, collaborative relationships with vendors and other third parties to understand challenges and opportunities, ensure timely exchange of information, and ensure budgetary and service level requirements are met or exceeded.
  • Prepare progress reports and issue progress schedules to internal & external clients.
  • Comfortable working across the organization from senior staff members to front-line employees.
  • Ability to gain the confidence of others, persuasive, and comfortable working at all levels and across all functional areas in the organization.

 

Leadership:

 

  • Lead by example and set high standards for Health & Safety.
  • Responsible for Health & Safety of all direct & indirect reports.
  • Responsible for staffing and resourcing decisions, including scheduling and assigning work.
  • Lead and mentor facility maintenance staff to achieve operational excellence.
  • Hire and supervise the activities of subcontractors and subordinate staff.
  • Ensure staff compliance with applicable training requirements (internal / client specific) and ensure job specific procedural guidelines are followed.
  • Provide leadership in the development and implementation of inclusive and accessible policies, programs and/or services for employees and customers in accordance with commitments and obligations under the Ontario Human Rights Code (OHRC).
  • Performs managerial functions such as hiring, promotion, performance reviews, pay increases, staff development and disciplinary actions in accordance with established policies and procedures.
  • Identify growth and development opportunities for team members.
  • Responsible for staffing and resourcing decisions, including scheduling and assigning work.

Delivery and Profitability:

 

  • Prepare contracts and negotiate revisions, changes, and additions to contractual agreements with suppliers, and subcontractors.
  • High sense of personal accountability, with 100% acceptance of responsibility for results.
  • Develop and manage yearly operational budgets including forecasting and periodic review, manage vendor purchase order and on-going accounting for ad hoc and repeat vendors.
  • Review and approve all expenditures for materials, equipment, tools, supplies, and subcontractors.
  • Maintain inventory and order equipment, materials, and supplies for the maintenance department.
  • Ensure personal and department commitments and related work are completed on time, within budget, and meet standards for quality and value.
  • Plan and prepare project schedules, milestones, and budgets while monitoring progress against established schedules.
  • Continually evaluate the effectiveness of maintenance procedures and programs and make changes to improve quality, efficiency, and effectiveness.
  • Contribute timely input to invoicing and collections processes as required.
  • Lead complex troubleshooting and issue resolution.

 

What You Need to Succeed

 

  • Post-secondary education in a related field (i.e. RPA, FMA)
  • 5-10 years' experience in Facility Management or related trade preferred
  • Must have strong knowledge of building electrical, mechanical, HVAC, and building structural systems.
  • Strong financial acumen and knowledge of business administration and budgeting principles, with experience developing, managing, and monitoring budgets.
  • Demonstrated strong interpersonal and people management abilities, along with sound organizational, problem solving, and communication skills.
  • Comprehensive knowledge of relevant legislation, codes, and standards (i.e. Occupational Health & Safety Act, Ontario Building Code, Ontario Fire Code, Ministry of Environment regulations, Employment Standards Act, etc.)
  • Strong financial acumen and knowledge of business administration and budgeting principles, with experience developing, managing, and monitoring budgets.
  • Security clearance requirements
  • The following would be considered an asset
    • A Project Management Professional (PMP) designation is a strong asset.
    • Familiarity with nuclear project/industry/technology and understanding of aspects of work programs and projects associated with cost engineering, work planning and project performance.
    • Experience in a unionized environment.
